Character Canon: League of Legends, alternate universe where the League of Legends and Institute of War are still a thing but various new lore stuff is also a thing*.
(*LET ME TELL YOU ABOUT THIS. Riot Games set up the Institute of War and the League of Legends to give some sort of story cohesion for the game and explain who these people were and why they were fighting. This was in 2009.
A few months ago, they announced that they were retconning the Institute and League out of existence because it limited their ability to tell stories in that universe.
I like some of the new lore - specifically, Sion's new lore - but I've built all my characterizations for the various League characters I play around the existence of the Institute and the League. I can't roleplay from the current canon universe for League of Legends.)

Character Canon History: LeBlanc's lore provides a decent amount of background, as does Sion's new lore. The one I provide below is a mixture of that canon and headcanon, with the headcanon in italics.
LeBlanc has been a Noxian since before Noxus was more than one village among many scrabbling to protect itself from raiders and bad luck. She had a knack for illusion from a young age, which she honed into a powerful weapon that helped make Noxus into a power. That inspired her to want to put Noxus on the map - it shouldn't merely be the dominant village in the area, it should be the dominant city on the continent.
As things changed and she grew older, she realized she might die before she achieved that goal. Refusing to accept that, she searched for and found immortality. It was a painful, costly ritual, though only LeBlanc knows how much it truly cost.
She returned to Noxus and began to work in the shadows, reasoning that if she weren't in the forefront, people wouldn't notice that she didn't age. They did, though, and eventually she had to fake her own death. She laid low for several decades before returning and founding the secret society of the Black Rose. Through it, she could more effectively control and guide Noxus and limit the people who saw her and could potentially learn her secrets.
For a long time, the Black Rose's existence was an open secret, as was the fact that the leader's name/title was LeBlanc. However, a political shift came over Noxus - no longer were the nobility and mages revered. Instead, power shifted to the soldiers in general and Boram Darkwill in particular. LeBlanc, seeing the way the winds were blowing, let the Black Rose fade seemingly out of existence.
But she kept ties to Noxus's ruler, providing Darkwill with the knowledge he needed to re-animate his friend Sion when she heard he was looking for some way to bring the man back from death.
As the centuries passed, she looked for someone who might replace Darkwell. It's uncertain if Swain approached her or if she approached Swain, but she certainly provided him with backing in his efforts to become the Grand General of Noxus. The two of them came to have a profoundly comfortable working relationship, to the point that both know a few of the other's secrets that no one else knows.
With the establishment of the Institute of War and the League of Legends and Swain's assumption of the role of Grand General, LeBlanc has come forth from the shadows once more. Too, the Black Rose has begun to bud again.
Character Personality: LeBlanc has well-earned the title of The Deceiver. She lies like she breathes, illusion comes as naturally as movement. Every interaction is through a mask - there are very few people who have seen the true Emilia LeBlanc. Most of them are dead. (This is not a threat - she's simply outlived almost all of them. Immortality does that.)
At her heart, though, there is both ambition and curiosity. She sought the knowledge of and made the sacrifices for immortality so should she could achieve her ends in both. She wants to rule Noxus and more; she also wants to see where the future takes Valoran. Preferably a future with herself pulling the strings.
Immortality has taught her patience. Subtlety, she's always known. She doesn't have to be in the lime-light; she doesn't prefer the shadows, either. With the change in Noxus's culture from the power of mages and nobility to the power of soldiers and might, she faded into the background to wait for a better environment for her ambitions.
She's confident in herself almost to the point of arrogance. She'll flat out tell people she's a liar and deceiver, but people still fall for her lies and deceptions. This also makes her more than a little contemptuous and mocking of the people around her.
Character Abilities: LeBlanc is an immortal illusionist. Her illusions can fool all of the senses, though fooling all of them at once is extremely difficult. Instead she prefers to focus on one or two, perhaps three at a time. She also focuses on other magics related to deception and concealment. Her magic is focused on utility rather than offense. Most of her magic takes a little more concentration than she can spare in combat.
For combat, she has a standard pew-pew sort of blast. She also has a short-distance teleport that allows her to blink to and fro relatively quickly. She can throw ethereal chains to entrap and damage people. She also has a damaging sigil she can place on other people, which silences them for a short moment - long enough for her to get another spell off before they can.
Character Inventory: LeBlanc was dressed for a day out and about. Comfortable but stylish shoes, a simple black Grecian style dress with a purple hemming and a purple belt. She wears the familiar high-collared cloak people would recognize from her Institute matches, though the cloak pin is a bejeweled mask set in a disc of rose gold. She carries her usual staff and wears her normal headpiece and several other pieces of jewelry.

Third Person Sample: Emilia picks up the mask she bought earlier today. It's a lovely piece, not at all the pseudo-Ionian style favored by the architecture in this city. It reminds her more of a proper masquerade masque. Except this one reveals too much of the face to properly hide one's identity.
She smiles. These are the best kind, really. It's far easier to fool people who think they can't be fooled.
The leaders of Saeng Seong seem to think they can't be fooled. Her smile curls devilishly before vanishing.
The challenge of it, of taking the city away from them, of bringing the rebels back into the fold, of turning this place from a trap into a powerhouse - it draws her. It's like having a second Noxus, except there's no Demacia, no Ionia, no Institute of War. There are no real external enemies, so she's free to move in ways she never could back home.
Home. Noxus, her Noxus, is her home. Except for Jericho, she has no history here, no reason to care if this city lives or dies. Maybe that will make it more fun to play with, but she doesn't want to indulge her own self to the city's ruin. No matter how tempting, she couldn't afford to fall into bad habits. Not if she wanted to continue to shape her own Noxus to a place of power and glory.
But this city isn't a place of power and glory. Its leaders think they can fool her.
They need to learn better.
